Wilburn Denice: Primary and secondary education in government schools is nominally free but most have 'voluntary' contribution requirements of a few hundred $$ for each child (up to about $800 for secondary). If parents can't or won't pay the contribution, the child must still be enrolled.Tertiary education is not free but is heavily subsidised by the government for citizens and Permanent Residents. Citizens (not PRs) are also eligible for non-means tested interest free student loans from the government which are repayable through the tax system when the individual's earnings reach a certain amount (currently $54,126).
